Nearly every sushi restaurant in Philadelphia lists at the same price tier. Here is how to pick between them using ratings, review depth, and the block they sit on.

Philadelphia has a pricing quirk that changes how you should read a list of sushi restaurants. Of the 128 verified listings in the city, 113 sit at the $$ tier. Only eight list at $$$, three at $$$$, and four at $. So price will not help you choose. Rating, review depth, and neighborhood will.
Two definitions before the recommendations. A listing is "verified" when our data files it under a sushi restaurant, Japanese restaurant, or izakaya category, not because someone told us it serves sushi. The ratings are the restaurants' own public ratings, reproduced as listed, and we order rooms by rating weighted by how many people gave it.
Center City is two labels for one downtown
Our data splits downtown into Center City East with 22 listings and Center City with 18, and together they hold nearly a third of the city's sushi. Rittenhouse Square adds nine more on the west side of the same walkable core, which means about forty rooms sit within a reasonable stroll of City Hall.
Inside that core, the room with the strongest weighted rating is Kei Sushi Restaurant on South Street near Rittenhouse, a 4.8 from 359 reviews. Shinto Japanese Sushi & Hibachi on Pine Street holds a perfect 5.0, but from only 49 reviews, so it ranks below Kei once volume is counted. Nori Sushi, a few doors down South Street, is the steady choice at 4.7 from 619 reviews. In Old City, Tomo Sushi & Ramen on Arch Street carries a 4.7 from 687 reviews and is one of the few $$$ rooms downtown.
What the busiest rooms tell you
Review volume is a measure of how many people keep going back, not of quality, and the two are not the same thing here. The most-reviewed sushi listing in the city is Grand China Buffet in Northeast Philadelphia with 3,903 reviews and a 3.7 rating. Volume alone would put it first. Weighted rating puts it near the bottom.
The high-volume rooms that also keep a strong score are downtown. Double Knot has 2,449 reviews at 4.6 and Morimoto has 2,245 at 4.6. Both are $$$$, which makes them two of only three listings in the whole city at that tier. Yakitori Boy and Yamitsuki are the $$ rooms with more than a thousand reviews each, at 4.3, the kind of score that says dependable rather than remarkable.

The Northeast is its own sushi city
Northeast Philadelphia, out along Roosevelt Boulevard and Castor Avenue, holds nineteen verified listings, more than any single downtown label. These are neighborhood rooms with parking and hibachi tables, and a few of them rate as well as anything downtown.
On Castor Avenue, Akira Ramen Sushi & Hibachi holds a 4.8 from 169 reviews. Nori Ramen & Poke bowl on Roosevelt Boulevard has a 4.7 from 349. The big volume rooms out here are To-Kai Sushi, Hibachi Steakhouse and Bar with 1,227 reviews at 4.4 and Ninja Sushi & Hibachi Japanese Restaurant with 1,274 at 4.2.

South Philadelphia and the river wards
The single highest weighted rating in the city belongs to a South Broad Street room: Kiku Sushi at 4.9 from 165 reviews. A block or two from the Delaware in Southwark, Royal Sushi & Izakaya pairs a 4.7 with 1,006 reviews, the deepest review base of any room rated that high, and lists at $$$. Sakana Omakase Sushi on South 2nd Street is a 4.8 from 186 reviews at the standard $$ price, which is the rare set-menu dinner here that does not cost more than the room next door.
Northern Liberties has four listings, two of them strong: Yanaga Kappo Izakaya at 4.8 from 123 reviews and Hikari Sushi at 4.7 from 366. West Philadelphia's ten listings lean toward the campus crowd; Maki-University city on Walnut Street rates 4.8 from 61 reviews.
Cheap sushi in Philadelphia is a Center City lunch
Four of the 128 rooms in our Philadelphia listings price at a single dollar sign, so the cheap end is small and mostly downtown. machi sushi bar by Rittenhouse Square is the best of them at 4.3 across 242 reviews, and Tsuki Sushi in Center City holds a 4.2 over 224. South of the stadiums, Terryin in Whitman is a 4.2 from 201. With 113 of the city's rooms at two dollar signs, the honest advice is that a mid-range counter here costs about what a cheap one does elsewhere.
The only listing tagged all-you-can-eat is Grand China Buffet in Northeast Philadelphia, a 3.7 across 3,903 reviews. It carries a sushi category, which is why it appears here, but it is a buffet first and a sushi room second, and the rating says as much.
